Health Technology Assessment (further on - HTA) is a system allowing objective assessment of data about medical treatments exercised in most countries of the world. Its major goal is scientifically grounded support of decision-making in the area of healthcare, including the issue of adding medical interventions (especially innovative technologies) to clinical recommendations, raising the quality of medical treatment, financing expensive technologies and optimizing expenses for rational usage of budget resources.
Talking about technologies in healthcare we mean all methods of diagnostics, treatment, prevention and rehabilitation, including medicaments and medical devices, vaccines, medical and surgical procedures, and any other activities aimed at protection and support of human health.
The procedure of HTA is based on assessment of clinical efficiency evidence, safety and sustainability of medical interventions in comparison with the already existing. At the same time it is tied with the concept of evidence based medicine, which includes finding and systematizing data about efficiency and safety of technologies and using transparent standardized methods of selection and delivery of information, and also estimation of the credibility of the scientific evidence and creating arguments of its significance.
